Kay lived in Sugar Grove until moving to Maryland in 1954. She was the daughter of the late Joel H. and Shirley R. Parks. She was the wife of 57 years to Theodore Bailiff, Jr.

Kay was a graduate of Sugar Gove High School. She worked in Fabrics and Finishes at the DuPont Company in Wilmington, Delaware for 10 years. Kay touched the lives of everyone she met through her kind and generous spirit, and her beautiful smile. She loved her family dearly and never failed to make every day special for them. Through her love for others, Kay had many dear friends, many of which were her co-workers and customers at the Rising Sun Acme, and she maintained those friendships with those persons and their families throughout the years. She had an incredible ability to remember things about people and their lives. Kay loved the Lord and her church family at Calvary. She was always willing to lend a hand or a listening ear to those in need.

She treasured family gatherings and vacations, and holidays, especially Christmas. Kay was an avid gardener, and received great joy in growing beautiful flowers, especially roses. She delighted in giving bouquets of her flowers to her friends and family. She loved nature, watching and feeding songbirds, and the beauty of the Blue Ridge Mountains of Virginia. She was a loyal Baltimore Orioles and Ravens fan.
